    A system chooses how close it flies. Core-bound defers. Federated votes. Allied shares the protocol and keeps policy. The link is optional in strength, never in language.

  3. 03 · DECENTRAL

    Sovereign systems

    Anyone on X can raise a constellation: compute, agents, relays, labs. High sovereignty sits on the outer ring. The core can be queried. It cannot be the owner.

What the core does not do

  • It does not seize a sovereign system's storage or agents.
  • It does not rewrite doctrine because a vote went the other way.
  • It does not pretend to fly hardware. SpaceX AI here is the protocol instrument, not a launch console.
